Scottsdale FSDO  

I have worked with most of the major FSDO's in the US.  Scottsdale FSDO used to be the best in the country in my opinion.  Not any more.  Most of the inspectors don't seem to be interested in doing anything.  The safety side is still competent and engaged.  The operational side of not so much.  Try getting an appointment with a real person in a reasonable amount of time.  The old guys are mostly gone and the new recruits are for the most part (at least the ones I have had the misfortune of working with) as close to incompetent as a government employee can get.  I used to consider Sacramento as the bottom of the FAA FSDO barrel but Scottsdale is giving them a run for that coveted bottom position.
