A previous commenter stated that the "ASM said ..." Which means it came from the program, NOT Metro HQ. Sounds to me like the OP's ASM didn't have the balls to stand up to the hospital making such a ridiculous policy and the hospital is fully in control of that program. That ridiculousness would never fly at the program I work for.
