 Abstraction? well, that would seem like the right word if a reporter with an agenda 'abstracts' the few items quoted from a larger statement to make a certain point. 
 Blackhawk flying by civilian pilots in restricted helicopters yet doing what would otherwise require standard aircraft is the entirety of AC-001.1B and was part of the larger thread discussion.

I'll maintain that it is still legal to fly public use without any civilian certificate.
