It's a Hip of some sort.

Multiple aerospace defense contractors in the area.

Either used domestically for USAF military training or we're refurbishing it for a foreign military sales/training contract like we did for Afghanistan and Iraq.

You can see it on Google Maps satellite view covered in blue shrink wrap too.
