what training requirements do those pilot have?   The NTSB said they were operating Part 91.   Welk Aviation is not a Part 135 operator apparently (not sure how that's true).

So, what recurrent pilot training do those pilots do ever year?   What autorotation recurrent training to they get (for flying people and property for-hire)?

How are they NOT Part 135?
