IRS allows distributions penalty free, no 10% early withdrawal fees, on your IRA if you are under 59.5.


SO you can access YOUR retirement savings on a fixed income basis.  The catch?  It has to be a specific percentage of the IRA and once you start, you can't stop it or change the amount till 59.5....or incur all fees and back taxes.  Seems like a loophole trap.  

SEPP 72t.  Early retirees, look it up.
