The tailboom had been damaged on the ground at some point in the past, whether during ground handling or careless behavior by those working or walking around the aircraft.  A small dent on the tail skin creates a weak point that will cause the very failure that can be seen in the video.  Even the slightest dent should be inspected and/or repaired.
