The Certificate Holder has the certificate to operate, and EVERY pilot who flies under their certificate is doing so as an agent of the certificate holder, whether a direct employee or contracted.

The Certificate Holder will have to have conducted the necessary background checks, preformed the training, keep the credentials, and designate the pilot in command for a flight into the hospital helipad.

So, each pilot doesn't need to provide individual copies.... because the certificate has all that information for all those acting as their agents on-file!
