Since an airline is generally one cycle (push, start, taxi, takeoff, cruise, landing, taxi, shutdown), it can better to measure the accident rate by flight, not by flight hour.   Whereas, in General Aviation, it is hard to make such a measure, so per hour is easier to compile.
