Well, they look at it when they suspect you've fibbed on your reported

If a pilot is presenting fraudulent information based upon the federal document [logbook] in this case, then the hours reported becomes fraudulent.  Additionally, insurance rates will vary with experience levels and if a pilot deliberately misrepresents qualification [flight hours], it then becomes insurance fraud and that generally is considered a felony.  

One more consideration for this...If the pilot is involved in an aircraft mishap and he or she is found to have committed fraudulent qualifications, that pilot will not only have the FAA certificates and ratings revoked, he or she will go to jail if anyone is hurt or [worse].
