"How do you feel about the 700' ceiling across the ridge?"

If a 700' ceiling exists at the ridgeline, then at least 135.609, as a minimum, applies.  Some certificates require higher.

So, it sounds to me a pilot would be below minimums with the stated ceiling in the OP's question when crossing the ridgeline.  His numbers may be a bit off, but the OP stated the 700' ceiling at the ridgeline.
