In the old days, before the death of common sense, it required a Canadian commercial written, a medical and a flight check akin to class of helicopter you where going to fly in Canada.  in those days a Canadian Pilot could come down here (USA) and be given an American FAA license equivalent to his Canadian ratings over the counter similar to the manner the FAA granted license to Military pilots based on experience.
