The final report says that neither of the two medical crew heard of reported anything.  But, that does not jive with statements they gave.   The NTSB completely dismissed it.

Also, the NTSB totally dismissed the possibility of the crew member in the front seat stowing his NVGs at the very time they were landing on the dolly.   NVG bags/cases have straps that could easily catch switches and flight controls, and that was not addressed.
