Okay, Bell 407 N84BL is owned by Helicopters Inc., which is obviously a Delaware holding company.  I would guess that it's leased to some private guy who needed to drop some pax at JFK and was not familiar with the very confusing NYC airspace or the procedures involved in transiting it. He has probably already had a long, interesting talk with the federales, and we can bet that he'll be taking a ride with them as well.
