Supply and demand drive the price (wages) and that has zero to do with the union!   The "tides" are actually rising despite the union!  The union is complaining that it tossed out an anchor much too bulky and it is that anchor that is dragging he ship down.   Any good sailor would cut the anchor loose and go on without it!
