However, I believe that particular aircraft was certificated under Part 27.  That being the case, it was not a transport category aircraft.  I've personally seen in the past many operators remove the engine fire extinguishing system because it was an option.  They didn't want to have the additional inspection and maintenance costs.

Whether or not that particular P-1 had the operational bottles, I personnly would have no way of knowing.  One thing can be visually determined from the video, the fire caused catestrophic failure of the tailboom attaching points.
