There are other videos of this that show it more clearly, but it looks like the fire was in the compartment below the exhaust stacks. You EC135 guys will have to educate me on what's in that space, but it does have ventalation (you can see the fire through the screen) and it also is where the tail boom attaches. If that is where the fire was I doubt the fire bottles would do anything.
