Well considering lead pilots don't have any supervisory roll anymore, pretty much anyone can be a lead. They are only there to do fuel audits, and keep aviation things updated. Base supervisors are responsible for everything. They May ask leads to help with things like the schedule and other busy work. That's it. They don't tell the other pilots what to do. Period.
