I have worked with dozens of chief pilots, most of the good ones don't want the job, but they take it because they feel they're doing service to their peers. They don't have to be the best pilot, but they have to be good enough to have the respect of the others. They have to be fair, minded, and understanding yet not afraid to hold people accountable. A good chief pilot at the same time shields pilots from unnecessary noise, coming down and shields management from unnecessary noise coming up, but makes sure all the necessary information gets through.
