Message Is because the Infantry Generals above Aviation determine how much $$ goes to the flight hour program. Consequently they fund the minimum which is roughly 96 flight hours PER YEAR PER PILOT. That isn't what real pilots signed up for so there is a rush for the door. Also, any aviation wannebe with half a brain is realizing signing up for a 10 year commitment to NOT FLY is STUPID. The lack of true proficiency now has the Army crashing aircraft routinely.
