Message OSHA regulations prohibit facial hair if you are employed in a position requiring the use of a respirator. It's specifically prohibited to even fit test anyone with facial hair. Your employer determines which employees require the use of respirators.
This isn't new, and it's not because of covid. It's always been that way. Employers have just started to enforce the regulation.
