The ONLY time HR is a proponent of an employee is when the bad actor is another employee, and that is all in the interest of protecting "The Company." 

Poor leadership, crappy management, zero fiscal or logistical skills are not HR's concern. If you have a bad manager, pray that he says something inappropriate on a recorded line.
