The point being that 4000 hours is not a lot either, but hopefully at 4000 hours the pilot has done something more then fly a bunch of students or tourist around.  When you actually have to plan a flight or god forbid change your plan in mid-flight you won't freeze or blow up at your dispatcher or customer because there is a change.  Or you have the ability to actually except the change without compromising your aircraft or it's occupants.  It's good to have 2000 hours, but it's a long way from 10000 hours.
