they are acting and holding out as if they are the certificate holder themselves, typically in their own name (DBA), making contracts and promises to the public for air commerce that they have no right making, then leaning on (coercing) the actual certificate holder to abide by their demands "or else".

When a certificate holder kowtows to a "customer", where it is operating in such a manner as to make the public think that "customer" is actually the air carrier, then there is a problem!

If you fly into a ER helipad, or to a fire station LZ, or a PR event, or anywhere for that matter, and nobody know your name other than the "customer", then that is a sign that there is big a problem!
