No one even in the company knows exactly how it is...though it is because NO ONE besides a new hire gets it....It isn't a TRUE sign on bonus at all and NOT paid out all up front but spread out over 3yrs...it is very misleading.....so technically it is a 3yr Stipend you get...after 3yrs you Default back to the crappy pay...BTW, if you leave withing 3yrs, any/all monies or stipend $$$ you get has to be paid back in full that they paid you...IT IS A VERY MISLEADING....
