This is somewhat true but a bit misleading. As you can guess, the schedule requires a 5th pilot to cover 2 shifts a week. To keep them at a .9 FTE, they can get an office day or cover a shift somewhere in the program. Travel benefits apply when working at a different base. This position is not the 5th pilot. It's true the Rochester base loses the crew to fixed wing sometimes, but the pilot is typically left alone. Rarely are pilots required to float, but it's typically because their aircraft is out of service and there's an open shift with a crew at another base.
