They are probably using the minimum wage determination provided by the USFS et al. Or averaging when you thrrow in some of the low numbers being paid on the East Coast for police pilots etc who have a secondary fre fighting role. 

For any civilian pilot working fire contracts with USFS vendor companies you can expect anywhere from $60 to $120 k depending upon skill set, (most fire pilots are doing other utility in the winter months which then pushes the upper number even higher with flight pay).
