Kills me to admit this, buuuuut this used to be the exact phraseology taught at Whiting Field (where Navy, Marines, and Coasties learn to fly helicopters) during the instrument syllabus. "South Whiting Clearance Delivery, Factoryhand 11, Spot X, Information X, IFR to wherever, Clearance on request." I know it's not correct. Just pointing out that's where it might have come from. I know because I was a student and later, an instructor there. I'm guessing it spread to your company via one of us. Sorry. Didn't no any better until I started flying more IFR in the civilian world.
