From management towards pilots. Whether it was earned or not, it is not the best course of action to do this to the pilots. It will backfire in the longrun. 

If it was earned, real case-by-case management work needs to be done to rectify problems. They are taking the easy way out and acting with short sighted corrections to the masses.
