It wasn't to get everyone to the same level in the region. It was to bring similarly experienced people up to the same level.

Example: Pilot A comes to Metro with 5 years of experience outside of metro and has worked for Metro for 5 years. Pilot B has been with Metro for 10 years with no previous EMS when hired. They should now be on the same pay level because the amount of 135 EMS experience is the same. Pilot A gets a raise to the 10year experience mark, and Pilot B gets a raise for his longevity however it is not as much of a raise.
