Sure.  We hired 4 guys from Columbia.  They aren't getting the US wage rate, but it's "competitive" for their home country wage.

If you want to go down, hire in the US, and ask to go.  It's about 20k a year more than the US, and they provide all travel from home. Before tax for step 10 is around 140k as a captain. 120k for step 3.
