Staffing shortages caused REACH to reassign staff to more "profitable" bases (i.e. more flight demand, better payors) which further inhibitied Watsonville's performance, it will end up being a complete base closure in the end.  GMR mgmt also eyeing underperforming bases in Southern California for possible action - base moves or possible closures.
