not kidding.  Administrations on both sides of the pond forcing change, both with little clue how it's all going to work out.

Neither has a clue how to implement.  Biggest blunders in history.  

Real problem is it's far more complex than appearances, and likely to go further, how much is unknown but speculation abounds.
