As the US government has stricter environmental regulations than those that will fill the gap, and the profits are less likely to be used against the US government, perhaps a more accurate statement would be "we might as well do it because if we don't, someone else will do it with a much less favorable outcome."

I know it would be nice if the world ran on electricity generated from clean nuclear power, but we aren't there, so oil is going to be in constant demand.  Personally, I would prefer that the oil is processed as cleanly as practical since it isn't going away soon.  If we let others "do the dirty work," I expect it to be dirty.
