Since the Caravan pilot was IFR, he was most likely not using a Sectional chart and probably would not have been aware of any glider activity even if it was depicted on a chart. That said, he was up at 5,000' and who expects gliders (a paraglider, no less!) to be up that high over Texas? Is the solution maybe to have everything that operates in the national airspace system to have ADS-B?
