There was only one regional where RTP guys had an unusually high failure rate, and that was only temporary. They had a few training classes where every or nearly every prior-mil RTP candidate failed. The anomaly was traced to two guys in their training department who had a hard-on for military guys and were looking for every reason to fail their students. It got sorted out, but they lost a significant number of good dudes before they fixed those two.
