Straight from the CBA:

"Any disputes relative to starting Base Pay shall not be subject to the grievance and/or System Board of Adjustment provision located elsewhere in this Agreement."

If AMC is desperate to fill a base, they can offer any step, with no recourse from the union. So negotiate whatever you want.

A new hire today will be making $100,861 in 6 years, assuming they start at step A. If they negotiate step D then they'd be at $117,993. Straight from the CBA that is publically available.

Unless you have some crazy knowledge I'm not privy to that completely ignores the CBA.

The new hire pay scale increases at the same rate as the annual step.   So, essentially, someone hiring on today will still be making new hire pay 6 years from now.
