From my understanding, and I could be totally wrong. But we used to work closely with the Coasties and those guys have told me on multiple occasions that if there is a capable commercial operation working the same area the Gov is required to allow the commercial operation to do the work. If the commercial operation isn't capable or available then the Gov can do the job. |
