Today I got written up for not doing ground runs in a class Delta airspace while it was IFR. FAA says "aircraft moving under its own power is an aircraft in flight".
I didn't have an IFR clearance so I didn't do the ground runs. Discuss. |

IOWs, you don't need a tower clearance to hover taxi in a non-movement area on the ramp, or need an IFR clearance to hover or air taxi from one point on the airport to the other, or to RUN UP and do HOVER CHECKS. |

Just remember that as defined in FAR 1, Time in service for MX records starts when it leaves the ground. Ergo log time/leg cyc/starts as required. |

Anything below 100' at an airport is considered to be a surface operation. That means you can air taxi, hover taxi or just be there running and not need an IFR clearance.
I went through this before because we have an hospital with two helipads about 60 yards apart. The base is at one pad and the IFR departure starts at the other. So, we airtaxi to the other pad for the IFR departure.
I am really hoping the pilot in question was just trolling. There is absolutely nothing against regulation prohibiting ground and hover checks below basic VFR weather. |

Some 15 or 20 years ago when I lived in Fl there was a drunk airline pilot taxiing out for a flight. They hauled him off and duuring the court case FAA wrote a rule defining operating an aircraft, which either intentionally or not brought mechanics into the same "operating" group. That pilot was busted for "operating" the aircraft. |
