Florida itself or any counties / citys in FL, have any rules against off airport landings with owner's permission?
Some have ordinances about at least one acre... etc

P.S. When a county EMS calls an air ambulance helicopter to the scene and sets up an LZ, they are doing so using their EMS authority.
