Most likely to leave. Whiners use up all their energy they have whining, leaving no energy that it would take to leave.

If I wanted to retain my harder workers I would make darn sure they get paid much better than my competition so I keep the hard works.

They already gave 14% raises and incentive bonuses for retentions.   I say you are the one "lying"!
