What experience do they require?  Keep in mind it is a county government job, with pay rates determined by county HR folks.  If you expect private industry pay, go there.

These people are out of touch with reality when it comes to pay. No one is taking that job with that low pay

Don't be so surprised...

There is a law enforcement agency in Florida that has had an opening for some time for a helicopter pilot.

Full time - $22.75/ hour.

A retired MilTard will take that job in a heartbeat. After the 40-50K they make in retirement that job isn't considered low pay to them. Plus, they get to feel like they're military again without the exhaustive stupidity, LEO retirement/benefits, a much simpler helicopter to fly, an easy and potentially fun mission as well. Fast forward 10-15 years from now and LEO aviation is going to have a reckoning. With lifetime military pensions going away as they transition to a 401K program it won't be as easy to pay so little. Nobody will want to work at that wage unless they have a hefty side-gig, work lots of overtime like HAA pilots do now, or have a sugar momma to help offset the bills.

Don't necessarily need a sugar mama but get one with a JOB, preferably a career.  Say no to the trailer park princesses who only know to spend.
