After every takeoff there will be a landing.You will either survive unharmed or end  up in a hospital or morgue.Flying is a serious business.

I was in the Air Force and went to a Iraq in 2003. The closest I came to dying was the bus we were in almost hit the refrigerator. It was in the middle of the highway on the way to the airport.

 

Bus driver swerved, and we almost flipped over

That's actually a really good question.There may not be a specific FAR about preflight, but I THINK it might be assumed; as there's one that mentions PIC responsibility for the aircraft being in a safe condition to operate. And that probably leans on the preflight inspection being a Normal Procedure. I dunno... those are just my thoughts. Anyone else, please feel free to differ.

Operating manuals, they specify all the minimum items to check on preflight.

Good point. In addition, "Preflight" is all over the FARs, just a quick word search will verify that. Certainly it's required and described in the RFM. Lastly, here is a cut-n-paste from the AIM of which the number one cause is interesting: 

7–6–1 Accident Cause Factors

a. The 10 most frequent cause factors for general aviation accidents that involve the pilot-in-command are:

1. Inadequate preflight preparation and/or planning.

2. Failure to obtain and/or maintain flying speed.

3. Failure to maintain direction control.

4. Improper level off.

5. Failure to see and avoid objects or obstructions.

6. Mismanagement of fuel.

7. Improper inflight decisions or planning.

8. Misjudgment of distance and speed.

9. Selection of unsuitable terrain.

10. Improper operation of flight controls.

Not sure they're referring to strolling around the aircraft grabbing random appendages and checking for ambiguous "condition and security."

True. Perhaps not. The appendages FAR:

§91.7 Civil aircraft airworthiness.

(a) No person may operate a civil aircraft unless it is in an airworthy condition.

(b) The pilot in command of a civil aircraft is responsible for determining whether that aircraft is in condition for safe flight. The pilot in command shall discontinue the flight when unairworthy mechanical, electrical, or structural conditions occur.

Work the accident backwards and see if a "where does it say I had to " helps or hurts your case...
