It is very sad but Welp has a point. NM has plenty of money for better helicopters however they choose to spend it in another arena, you know where i'm going with this, that too is sad.

What mechanical issue has been identified with the UH-1H in question?

I have flown a 206L with 26.000 hours on it and it was still in daily use in 1999.  There seems to be a lot of standard category certified Bell 205's and 212's in excess of 15,000 hours. If it is maintained, then it should be good.

Public use still states "only crew necessary for the mission"

Look in the definition section under Public Aircraft. The vagueness of the definition allows just about anyone to ride in the aircraft for any reason as long as no compensation occurs.

Public use is often confused with restricted. Public use allows pretty much anything that standard category does except make money. Including transporting that would otherwise be longer than part 91 allows.
In this case having two sheriff pilots, a sheriff load master type and a fire director would all be legal in public use rules.
Restricted are usually civilian owned but the ‘persons essential to the mission or work performed has had some very broad interpretations.
