Agree with the smooth water/low light assesment. Pilot probably just didn't have any experience or training for operations under those conditions. Even water fowl make mistakes occasionally under those conditions. |

Sometimes cameras make the ambient light seem brighter than it actually is. It might have been quite dark from the pilot's perspective. |
