You must be PIC type rated to log pic. To log sic, in an aircraft requiring more than 1 pilot, you have to have the equivalent of an SIC type.

If the other pilot is a CFI, you can log it as dual received.

You could try the Maryland State Police.  I've known a couple of pilots who went that route.  They didn't stay any longer than they needed to though, so keep that in mind.  Good luck!
