Part of the carrot/stick of mandates is removal off medicare and medicaid payments.  I thought the company was losing money on these flights anyway.  I would think there are programs, hospitals, nursing homes etc. that would be ok with that.

There are programs that for years are magically "down for maintenance" or "unavailable" when a medicaid or self pay (no pay) flight comes in, so it shouldn't be a big deal.

Base rate is garbage, but high milage would turn a profit. That's a tangent though.

Seeing as I'm just a simple helicopter pilot on the JH forum I'm not sure what the rules/laws are about asking for insurance status before taking a flight, but I feel like it's frowned upon. Even if your company does not qualify for medicaid payments I would think they'd still be on the hook to take the flight, but what do I know?

Yes, asking about insurance frowned upon.  But say you have a helicopter flying in support of a larger hospital system, and two requests come in.  Request A, 50 yo female head bleed from hospital in affluent suburb.  Request B, 26 male GSW from hospital in not so nice neighborhood.  Which one do you fly and which one gets magnanimously sent to a competitor?  If the patients are in hospitals in same system, they know quite well already what insurance they have, or not have.  That decision is made well before the helicopter is dispatched.
