It's not a "climate change" issue, it's a put the damn fire out issue.  If left to operational firefighters, we wouldn't have this problem.  However, the un-elected, cubicle-dwelling, bureaucrafts at the forest service spend too much tome with their baloney ICS system while the forest burns.  They care not about the health effects of smoke generated by the fires.
