You can be ready if you get a contract (plan A)or you can scramble to fill slots and not be ready (plan B isn't really a plan). To hire and train up for something like that would take months. It's a gamble and PHI will take plan A. |

Well phi gambled wrong. Seems like a regilar occurrence. let's be honest. Did they really think they could be competitive with an established group? Only shot they would get it was based on sympathy. |

word. Uh, if you bid on a contract, you have to be able to fulfill it. I don't know what you mean by "established group". Probably because it doesn't really mean anything.
