Many countries do not permit VFR at night - usually requires IFR or at least an IFR proficient/qualified pilot where waivers may be obtained for non IFR aircraft

used to practice this for yeares it was standard to file an IFR flight plan on non IFR certf. aircraft nor pilot being IFR rated here in the Dominivan Rep. and then as soon as one got airborne declare VMC and own terrain separation.
